Salient Features of NDMC Budget 2024-25

New Delhi, 27th December 2023

In a Council meeting held at the Convention Centre this morning, Shri Satish Upadhyay, Vice Chairman of the New Delhi Municipal Council (NDMC), extended his appreciation and congratulations to the NDMC for the visionary Budget 2024-25 announcements.

Highlighting the upcoming projects, Shri Upadhyay shared insights into NAMASTE (NDMC Accounting Management and Financial System), an integrated financial system designed to streamline operations for citizens, vendors, employees, and pensioners alike, fostering ease of doing business.

Addressing the critical need for Electrical infrastructure enhancement, NDMC secured financial support from the Ministry of Power, Government of India, under the Revamped Distribution Sector Scheme (RDSS). This funding will be utilized for projects involving Prepaid Smart Metering and Loss reduction works in the distribution infrastructure.

Under the initiative "One Day One Road," NDMC is committed to intensive daily cleaning and washing of trees, roads, and pavements along identified roads. The council has also undertaken a significant step towards enhancing the city's aesthetics by procuring 3 lakh tulip bulbs, organizing a successful tulip festival, and actively working towards propagating and producing tulip bulbs domestically to support the Make in India initiative.

In an effort to revitalize the sewerage system, NDMC has proposed projects worth Rs 556 crore under the Urban Development Fund (UDF) Scheme to the Ministry of Housing and Urban Affairs. If sanctioned, this funding will enable NDMC to augment the sewerage system over the next five years.

Furthermore, NDMC has established an Innovation Fund to support novel efforts and the infusion of new technology in the city's development, he said.

In the Budget it is proposed to make available Untied Funds of Rs. 10 crore for the Resident Welfare Association (RWAs) and Market Trade Associations (MTAs) of the NDMC area for the year 2024-25 with an objective to provide scope for local initiatives and flexibility for local action by the RWAs/ MTAs.

Under the National Solar Mission NDMC has installed grid connectivity roof top solar PV plant in all Municipal buildings. The remaining potential of 0.5 MWp in left out school buildings has also been realized in this year. To make its initiatives more structured, NDMC has also released its Solar Policy. After the Annual Budget Meeting, a monthly Council Meeting was also organized wherein the following are approved :-

1. Extension of existing security contracts of Security Services/Arrangements under Group Contract A, B, C, D and E, for further period of one year w.e.f. 01.03.2024 to 28-02-2025

 

The Security Department of NDMC is providing Security Services/Arrangements at various NDMC premises i.e. Palika Kendra, NDCC-II, Palika Bazar, Palika Parking, NDMC hospitals, Schools, Parks & Gardens, Navyug Schools etc. by deploying Security personnel outsourced by Private Security Agencies under Group Contracts A, B, C, D, and E.

Resolved by the Council for further extension of the contracts with existing agencies for further period of one year w.e.f. 01.03.2024 to 28-02-2025 on same rates, terms and conditions.

2. Resurfacing of internal road under the jurisdiction of R-III Division area

The resident and the RWA of the North West Moti Bagh complex requested to resurface the area to improve the riding quality of the roads and the road of complex jointly visited.

 

The road of North West Moti Bagh is in deteriorating condition. The road of the colony lastly resurfaced in the year 2013 as per Road History Register (RHR) of R-III division. The road surface has been eroded at number of places, potholes are also developed with the passage of time.

It has been resolved by the Council that AA & ES accorded amounting to Rs.6,00,69,000/- for resurfacing of internal roads under the jurisdiction of R-III Division area."

3. E-Tender/RFP for Allotment of 39 parking Sites falling under the jurisdiction of New Delhi Municipal Council (NDMC) on payment of advance monthly license fee basis.

There are approximately 150 parking sites in NDMC area. Out of these 150 parking sites, 99 parking sites are being managed/ maintained by M/S Neptune India Ltd. up to 08.08.2024. Six parking sites are given to different agencies on Bhagidari basis. About 39 parking sites being managed by the NDMC through its own staff at different locations. These parking sites are not appropriately managed, therefore these are to be auctioned for a period of nine months which is extendable for further three months.

Resolved by the council to accord approval of E-Tender/RFP for Allotment of 39 parking Sites falling under the jurisdiction of New Delhi Municipal Council (NDMC) on payment of advance monthly license fee basis.

4. NDMC Right of Way (RoW) Policy for area under jurisdiction of NDMC for underground infrastructure and over ground telecommunication infrastructure

"Setting up of 156 Communication Cellular Mobile Towers on Wheels in NDMC area" is going on for 03 groups of 52 towers in each group was awarded to M/s Reliance Jio Infocomm Ltd. for Group A and C with stipulated date of start and completion as 11.03.2019 to 10.03.2022 and M/s Indus Towers Ltd. for Group B with stipulated date of start and completion 23.03.2019 to 22.03.2022 respectively for the duration of 03 years. It is pertinent to mentioned here that at present total 148 CoWs in an existence due to constraint sites against the 156 CoWs.

Council approved for the followings:-

1. To extend the present ongoing concessioner agreement for the existing Cellular on Wheels (CoWs) towers on the basis of same terms & conditions of existing agreement for both the firms i.e. M/s Reliance Jio Infocomm Ltd. & M/s Indus Towers Ltd. upto 31.03.2024 or till the finalization of NDMC RoW Policy whichever is earlier.

2. To upload the draft NDMC Right of Way (Row) policy in the public domain for inviting comments from all the stakeholders

आज सुबह कन्वेंशन सेंटर में आयोजित परिषद की बैठक में, नई दिल्ली नगरपालिका परिषद (एनडीएमसी) के उपाध्यक्ष श्री सतीश उपाध्याय ने दूरदर्शी बजट 2024-25 घोषणाओं के लिए एनडीएमसी की सराहना की और बधाई दी।
आगामी परियोजनाओं पर प्रकाश डालते हुए, श्री उपाध्याय ने नमस्ते (एनडीएमसी लेखा प्रबंधन और वित्तीय प्रणाली) में अंतर्दृष्टि साझा की, जो नागरिकों, विक्रेताओं, कर्मचारियों और पेंशनभोगियों के लिए संचालन को सुव्यवस्थित करने और व्यापार करने में आसानी को बढ़ावा देने के लिए डिज़ाइन की गई एक एकीकृत वित्तीय प्रणाली है।
विद्युत अवसंरचना वृद्धि की महत्वपूर्ण आवश्यकता को संबोधित करते हुए, एनडीएमसी ने संशोधित वितरण क्षेत्र योजना (आरडीएसएस) के तहत, भारत सरकार के विद्युत मंत्रालय से वित्तीय सहायता प्राप्त की। इस फंडिंग का उपयोग प्रीपेड स्मार्ट मीटरिंग और वितरण बुनियादी ढांचे में हानि कम करने के कार्यों से जुड़ी परियोजनाओं के लिए किया जाएगा।

"वन डे वन रोड" पहल के तहत, एनडीएमसी चिन्हित सड़कों के किनारे पेड़ों, सड़कों और फुटपाथों की गहन दैनिक सफाई और धुलाई के लिए प्रतिबद्ध है। परिषद ने 3 लाख ट्यूलिप बल्बों की खरीद, एक सफल ट्यूलिप उत्सव का आयोजन और मेक इन इंडिया पहल का समर्थन करने के लिए घरेलू स्तर पर ट्यूलिप बल्बों के प्रचार और उत्पादन की दिशा में सक्रिय रूप से काम करके शहर के सौंदर्यशास्त्र को बढ़ाने की दिशा में एक महत्वपूर्ण कदम उठाया है।
सीवरेज प्रणाली को पुनर्जीवित करने के प्रयास में, एनडीएमसी ने आवास और शहरी मामलों के मंत्रालय को शहरी विकास निधि (यूडीएफ) योजना के तहत 556 करोड़ रुपये की परियोजनाओं का प्रस्ताव दिया है। यदि मंजूरी मिल जाती है, तो यह फंडिंग एनडीएमसी को अगले पांच वर्षों में सीवरेज प्रणाली को बढ़ाने में सक्षम बनाएगी।
उन्होंने कहा कि इसके अलावा, एनडीएमसी ने शहर के विकास में नए प्रयासों और नई तकनीक को शामिल करने के लिए एक इनोवेशन फंड की स्थापना की है।
वित्त वर्ष 2024-25 के लिए एनडीएमसी क्षेत्र के रेजिडेंट वेलफेयर एसोसिएशनों  (आरडब्ल्यूए) और मार्केट ट्रेड एसोसिएशनों (एमटीए) के लिए 10 करोड़ रुपये का अनटाइड फंड उपलब्ध कराने का प्रस्ताव इस बजट में रखा गया है, जिसका उद्देश्य आरडब्ल्यूए/एमटीए द्वारा स्थानीय पहल और स्थानीय कार्रवाई के लिए लचीलापन प्रदान करना है।
वार्षिक बजट बैठक के बाद, मासिक परिषद बैठक भी आयोजित की गई जिसमें निम्नलिखित को मंजूरी दी गई:-
1. समूह अनुबंध ए, बी, सी, डी और ई के तहत सुरक्षा सेवाओं/व्यवस्थाओं के मौजूदा सुरक्षा अनुबंधों का 01.03.2024 से 28-02-2025 तक एक वर्ष की अतिरिक्त अवधि के लिए विस्तार।
एनडीएमसी का सुरक्षा विभाग समूह अनुबंध ए, बी, सी डी और ई के तहत निजी सुरक्षा एजेंसियों द्वारा आउटसोर्स किए गए सुरक्षा कर्मियों को तैनात करके विभिन्न एनडीएमसी परिसरों यानी पालिका केंद्र, एनडीसीसी-।। पालिका बाजार, पालिका पार्किंग, एनडीएमसी अस्पतालों स्कूलों, पार्को और उद्यावनों, नवयुग स्कूलों आदि में सुरक्षा सेवाएं/व्यवस्थाएं प्रदान कर रहा है।
मौजूदा एजेंसियों के साथ अनुबंधों को एक वर्ष की अवधि 01.03.2024 से 28-02-2025 तक समान दरों, नियमों और शर्तों पर आगे बढ़ाने के लिए परिषद द्वारा निर्णय लिया गया।
2. आर-।।। डिवीजन क्षेत्र के अधिकार क्षेत्र के तहत आंतरिक सड़कों का पुनःसतहीकरण ।
उत्तर पश्चिम मोती बाग परिसर के निवासियों और आरडब्ल्यूए द्वारा संयुक्त रूप से की गई सड़कों और परिसर की सड़कों की राइडिंग गुणवत्ता में सुधार तथा पुनःसतहीकरण करने का अनुरोध किया।

नॉर्थ वेस्ट मोती बाग की सड़क की हालत बहुत खराब है। आर-।।। डिवीजन के रोड हिस्ट्री रजिस्टर (आरएचआर) के अनुसार कॉलोनी की सड़क का आखिरी बार वर्ष 2013 में पुनःसतहीकरण किया गया था। सड़क की सतह कई स्थानों पर उखड़ गई है, समय के साथ गड्ढे भी बन गए हैं।
न.दि.न.परिषद क्षेत्र में सड़कों का सशक्तिकरण/पुनः सतहीकरण/उपशीर्ष-: सड़क-।।। प्रभाग क्षेत्र के अंतर्गत आंतरिक सड़कों का पुनः सतहीकरण के कार्य           हेतु रु. 6,00,69,000/- की राशि पर प्रशासनिक अनुमोदन एवं व्यय की स्वीकृति प्रदान की ।
3. अग्रिम मासिक लाइसेंस शुल्क के आधार पर नई दिल्ली नगर पालिका परिषद (एनडीएमसी) के अधिकार क्षेत्र में आने वाले 39 पार्किंग स्थलों के आवंटन के लिए ई- निविदा/आरएफपी । 
एनडीएमसी क्षेत्र में लगभग 150 पार्किंग स्थल हैं। इन 150 पार्किंग स्थलों में से 99 पार्किंग स्थलों का प्रबंधन/रखरखाव दिनांक 08.08.2024 तक मैसर्स नेप्च्यून इंडिया लिमिटेड द्वारा किया जा रहा है। भागीदारी के आधार पर छह पार्किंग स्थल विभिन्न एजेंसियों को दिए गए हैं। एनडीएमसी द्वारा विभिन्न स्थानों पर अपने स्वयं के कर्मचारियों के माध्यम से लगभग 39 पार्किंग स्थलों का प्रबंधन किया जा रहा है। इन पार्किंग स्थलों का उचित प्रबंधन नहीं किया गया है, इसलिए इन्हें नौ महीने की अवधि के लिए नीलाम किया जाना है, जिसे आगे तीन महीने तक बढ़ाया जा सकता है ।
अग्रिम मासिक लाइसेंस शुल्क के आधार पर नई दिल्ली नगरपालिका परिषद (एनडीएमसी) के अधिकार क्षेत्र में आने वाले 39 पार्किंग स्थलों के आवंटन के लिए ई- निविदा/आरएफपी को अनुमोदन।
4. भूमिगत बुनियादी ढांचे और ओवरग्राउंड दूरसंचार बुनियादी ढांचे के लिए एनडीएमसी के अधिकार क्षेत्र के तहत आने वाले क्षेत्र के लिए एनडीएमसी राइट ऑफ वे (आरओडब्ल्यू) नीति
"एनडीएमसी क्षेत्र में 156 कम्युनिकेशन सेल्युलर मोबाइल टावर्स ऑन व्हील्स की स्थापना" 03 समूहों के लिए चल रही है, प्रत्येक समूह में 52 टावरों को ग्रुप ए और सी के लिए मेसर्स रिलायंस जियो इन्फोकॉम लिमिटेड को शुरू और पूरा होने की निर्धारित तिथि के साथ प्रदान किया गया था। 11.03.2019 से 10.03.2022 तक और ग्रुप बी के लिए मेसर्स इंडस टावर्स लिमिटेड को 03 साल की अवधि के लिए क्रमशः शुरुआत और समापन की निर्धारित तिथि 23.03.2019 से 22.03.2022 तक। यहां यह उल्लेख करना उचित है कि वर्तमान में 156 Cows के विरुद्ध बाधा स्थलों के कारण कुल 148 Cows अस्तित्व में हैं।
परिषद ने निम्नलिखित के लिए मंजूरी दी:-
1. मौजूदा सेलुलर ऑन व्हील्स (सीओडब्ल्यू) टावरों के लिए दोनों कंपनियों यानी मेसर्स रिलायंस जियो इन्फोकॉम लिमिटेड और मेसर्स इंडस टावर्स लिमिटेड के लिए मौजूदा समझौते के समान नियमों और शर्तों के आधार पर चल रहे रियायती समझौते का विस्तार करना। 31.03.2024 तक या एनडीएमसी ROW नीति को अंतिम रूप देने तक, जो भी पहले हो।
2. सभी हितधारकों से टिप्पणियां आमंत्रित करने के लिए सार्वजनिक डोमेन में एनडीएमसी राइट ऑफ वे (रो) नीति का मसौदा अपलोड करना।
अपने संबोधन का समापन करते हुए, श्री उपाध्याय ने एनडीएमसी को राजधानी शहरों के लिए एक वैश्विक बेंचमार्क के रूप में स्थापित करने में उनके अथक प्रयासों के लिए एनडीएमसी की समर्पित टीम के प्रति आभार व्यक्त किया।……………………..
